Are memories in the brain formed by the physical structure of cells?

For example, some drugs such as barbiturates can cause the brain to completely cease activity, but allowing a person to recover with their memories intact. If 'activity' means electrical activity, such as firing of neurons, etc. then doesn't this mean that memories are hard-wired into the brain, and not merely electrical impulses?
